Update: Vietnam’s New Betting Decree and the Lâm Đồng Racing Complex and Dai Nam Racecourse

The Ministry of Finance (MOF) of Vietnam has released a new draft decree to replace Decree 06/2017/ND-CP, expanding and revising regulations for international football, horse racing, and greyhound (dog) racing betting.

Under this draft:

  • The daily individual betting cap would increase tenfold, from VND 1 million (~US$38) to VND 10 million (~US$380).Only one operator will be licensed to conduct international football betting during a five-year pilot period.
  • Operators must have a minimum charter capital of around VND 1 trillion (~US$38–40 million), with foreign ownership capped at 49%.
  • The Vietnam Chamber of Commerce and Industry (VCCI) has publicly recommended even higher limits — up to VND 100 million (~US$3,800) per person daily — to encourage investment.

As of now, NO company has been granted a betting licence for horse or dog racing in Vietnam. The Thien Ma – Madagui Racing Joint Stock Company project in Lâm Đồng Province has received government approval for a combined horse and greyhound racing complex, but its betting licence remains conditional on the completion of the racing track, which is currently still under construction and undergoing approval. There is a cut-off date in November  but not exact date has been given for this stage to be completed.

While the framework in principle allows regulated betting, the draft decree is still under consultation and not yet in force. The final implementation timeline — and the official issuance of licences — will depend on the MOF’s review and approval process in the coming months.

Dai Nam Racecourse

  • Dai Nam Racecourse, a dog racing  may include 10 to 12 racetracks with the length of about 500m and 8 race dogs. Each dog is arranged in the closed cage.
  • The poor dogs are raced against ever other and if they win they are moved up to the next stage. Weight and size are not taken into consideration.
  • They boast that UK greyhounds are there and being raced on these track this has been happening since 2016

Zoo animals are being kept in the most horrific conditions.
