I received the following comment:
The petition calls upon the President to "....ask the Parliament - in your next address to the members - to replace India's unaccountable imperial model of administration with a responsive and accountable bureaucracy."
But, as you well know, the Presidential address is prepared by the Government (I assume the PMO for all practical purposes, and hence one of the IAS officers) and the President has no discretion at all in this regard.
So, even if he were to agree with the idea, he is helpless.
Perhaps the petition should be addressed to the Prime Minister instead.
MY RESPONSE:
I agree with you re: the protocol, but as you can well imagine, I would never ever petition the criminal Modi.
This is effectively a test whether the people of India want good governance. The key is the signatures, I think, not to whom it is addressed. Let me see what the level of interest among Indians for this petition.
