Preserve Our Building's Sauna Hours
The Issue
Access to amenities like club rooms, laundry, and sauna is an established part of the services provided to Hoas tenants and is addressed in Hoas tenancy agreements. We ask that Hoas reconsider the announced reduction in sauna availability, given that tenants have received less than a week's notice before its implementation, and listen to tenants before making such a substantial change permanent.
Hoas has announced that, from 1 October 2026, sauna hours in our property (Junailijankuja 5 ) will be limited to Saturdays from 17:00-22:00. Hoas's own website stipulates that, in most properties, tenants have access to the saunas Wednesday-Saturday between 17:00-22:00, with property-specific exceptions. Moving from four days to only one reduces the weekly operating window a staggering 75%.
We understand and acknowledge Hoas's environmental and financial considerations. Reducing the heating of unused sauna sessions can save energy and help control housing costs, these are legitimate objectives that we support. However, the vague, city-wide data used to justify their decision raises questions about whether a 75% reduction in availability is proportionate to the level of reported unused capacity.
Hoas states that the "average sauna occupancy rate in all Hoas properties is 47.5%." This means that, on avergae, approximately 52.5% of session were not occupied during the measurement period, yet the proposed change removes 75% of the weekly operating hours at our property. A city-wide average does not demonstrate the level of demand at our specific building. Hoas's own annoucement states that usage varies between properties, with the highest recorded occupancy reaching 77%. Why are these variations not being accounted for? Why can sauna operating hours not be determined more flexibly at individual properties according to usage?
We ask Hoas to provide property-specific usage data showing the actual occupancy of our saunas. Without this information, tenants cannot assess whether eliminating Wednesday, Thursday, and Friday is proportionate to actual local demand.
We also ask that Hoas consider less drastic alternatives that could achieve similar environmental objectives while preserving reasonable access. For example:
- Maintaining at least some weekday availability where there is demonstrated demand
- Reducing hours selectively on days or time-slots with demonstrably low demand, rather than eliminating three entire days
- Providing additional sauna reservations to tenants so there is more opportunity to reserve space, reducing wastage
The goal should be to reduce unnecessary energy consumption rather than unnecessarily reduce tenant access. We believe the a property-specific approach could achieve Hoas's environmental and financial objectives while maintaining said access.
