If you want to save OTC for residents only you need to register to comment and speak virtually at this meeting. The virtual comment registration deadline for the CPW Commission ​meeting on August 24-25 in Steamboat Springs is ​August 18​ - noon. You can email CPW at dnr_cpwcommission@state.co.us and request to be registered to speak for 2-3 minutes.

Live testimony is best but if you can't make a live comment that day you can also just email your comment/s to the same email address and it will be given to the commission.  If you want to preserve OTC for residents now is the time to act.
