Preserve Baguio's Character City values during Halloween events
The Issue
Baguio City made a public promise. In 2023, the Baguio City Council passed Ordinance No. 39, declaring Baguio a "Character City" and committing the city government to being "God-loving and God-fearing," led by "God-fearing determined leaders," with a mission to "strengthen the ethical and spiritual values" of every sector — including city government itself.
We're asking the Council to hold that promise up against one thing: the city's continued permitting of the Baguio Horror Festival — a privately organized Halloween event built around zombie, death, destruction, and occult imagery — scheduled for October 24-25, 2026 along Session Road, the heart of Baguio City.
This isn't a small gathering. The Festival's own published mission states its goal plainly: "to make Baguio City the horror capital of the Philippines."
That vision is actively expanding — beyond the Zombie Walk itself, 2026 now includes a standalone Horror Convention and a newly announced Horror Film Festival. We're simply asking the Council to notice that goal is stated plainly, and weigh it against the vision this city already chose and wrote into law for itself.
We recognize the Festival has run in Baguio since 2011 with a large following. We're not asking that history be erased — only that the 2023 Character City standard now apply going forward, the same way it would to any long-running practice once a new city law takes effect.
To be clear about what we're not saying: we have no evidence the organizers intend anything anti-Christian, and we're not accusing them of that. Our concern is simpler. A city that has legally committed itself to modeling "moral and spiritual values" should not be authorizing the use of its own central street — under its own Mayor's Permit, with its own police providing security — for a festival themed around death, destruction, and the occult, regardless of the organizers' intent. Scripture is direct about this: "And have no fellowship with the unfruitful works of darkness, but rather reprove them" (Ephesians 5:11). "Righteousness exalts a nation" (Proverbs 14:34).
We are not asking the Council to ban Halloween, punish the organizers, or declare anyone persona non grata. We're asking for four specific things:
- That the City review, and pending that review, withhold its permit, personnel, and city-owned venues and streets for the Festival.
- That the Council convene a dialogue between the organizers and petitioning churches to explore reframing the event — a harvest festival, a cultural parade, a Character City celebration — in place of horror and death themes.
- That the Council formally adopt a standard: future city-permitted public events will be reviewed for consistency with Ordinance 39.
- That if the event proceeds this year, it be monitored under the same standard the Council already applied in Resolution No. 257, Series of 2025.
Councilor Leandro Yangot Jr. has already committed to introducing a resolution to bring both sides to the table. Councilor Jose Molintas has invited written opposition for the record. This petition is that record, and yours is the signature that tells the Council how many residents want Baguio's actions to match its own covenant.
Sign this petition to ask the City of Baguio to be consistent with the Character City it declared itself to be.
