Policy Reform Request: Enable Fair Employment Access for Chancenkarte Visa Holders in DE

The Chancenkarte (Opportunity Card) visa was introduced with the aim of attracting international talent and addressing Germany’s labor shortage. However, current policy restrictions are preventing visa holders from contributing effectively to the economy.

Under the existing rules, Chancenkarte holders are limited to employment strictly categorized as “skilled work,” corresponding to their formal education or qualifications. This regulation does not align with the realities of Germany’s current labor market, where shortages extend across both skilled and semi-skilled sectors.

Since 2023, the German job market has been experiencing slowed growth and structural mismatches. While thousands of positions in logistics, hospitality, services, and other industries remain unfilled, many Chancenkarte holders, who are eager to integrate and work  are legally barred from accepting these roles.

 

Additionally, the blocked account requirement creates a substantial financial barrier, further discouraging genuine integration and making the visa program appear more focused on financial inflow than on labor market inclusion.

We respectfully urge the Federal Ministry of Labor and Social Affairs (BMAS), the Federal Employment Agency (BA), and relevant immigration authorities to consider the following reforms:

1. Amend employment restrictions to allow Chancenkarte visa holders to work in skilled, semi-skilled, or unskilled positions as they integrate into the workforce.

2. Facilitate visa status conversion to residence permits based on proven employment and contribution, rather than job classification alone.

3. Reassess the blocked account requirement, ensuring it reflects actual living costs and fair treatment.

4. Recognize diverse forms of work contribution as valid for long-term residence and integration pathways.

 

The Chancenkarte should truly embody its name — an opportunity — for both newcomers and Germany’s economy. Fair reform can make it a success story of integration, not frustration.
