Many victims have died, there is very little evidence of what happened. A photo that places a known perpetrator with a known victim at the same place or event at the same time, overcomes some of the difficulties for Police to be able to identify the whereabouts of the perpetrator in regards to ther victims who are still alive. Some prosecutions have been dropped because ALL the official photos of a particular perpetrator have been destroyed.
