I HAVE LET THE CAT OUT OF THE BAG. THE STRAW THAT BROKE THE CAMEL’S BACK was that the PC Party legislated the most restrictive Community Treatment Order in Canada!
I am not CRYING WOLF! I need your support to help convince the PC Party members to amend the CTO in the 2024 spring session, as it is potentially a matter of life or death for mentally ill Islanders.
Just like an EAGER BEAVER, I have been working very hard to gain support for the CTO amendment. In fact, I have been LOADED FOR BEAR, meaning fully prepared for any challenges or difficulties that come my way, with the utmost preparation and resolve. I am like a bear fiercely protecting her cubs. My name is MAMA BEAR!
I am afraid that some people have PUT LIPSTICK ON A PIG meaning they tried to make something bad or unsatisfactory appear better than it really is. I am of course referring to the P.E.I. CTO.
The present CTO is a LION’S DEN of great danger or difficulty for the mentally ill who do not qualify. I do not want the CTO amendment to be an ELEPHANT IN THE ROOM, where everyone ignores and avoids discussing this obvious controversial issue. Instead, I want to give you STRAIGHT FROM THE HORSE’S MOUTH CTO information from the most reliable sources.
I can not think of anyone more qualified than Dr. Richard O’Reilly, who was a psychiatrist for 40 years, emeritus professor of psychiatry at Western University, and lives in London, Ontario. In addition, I wish to add Dr. John Gray, lead author of mental health, law and policy from Vancouver B.C.
Both of these CTO expert doctors reached out to me and offered to assist with the implementation of the P.E.I. CTO. They wrote a document titled Evolution and Comparisons which revealed that the proposed CTO would exclude many mentally ill Islanders from qualifying. This document was sent to the P.E.I. Government and totally ignored by the decision makers.
I believe there are some PC members that will step forward and BELL THE CAT. This means they will be brave enough to support a much-needed CTO amendment for mentally ill Islanders, but it will be dangerous and difficult to do. Perhaps Minister of Health and Wellness, Mark McLane, will be brave enough to BELL THE CAT!
A community treatment order ensures that a mentally ill person stays on their medication and provides them with a healthy life in the community. P.E.I. now has a CTO but it is so restrictive that Andrew and many others do not qualify.

The present CTO is like giving a battery operated truck to a child without the battery. And saying, "The truck is good enough for now, I will give you the battery to operate it after "24" months." The P.E.I. CTO is as useless as this!
In my opinion, I do not believe that the PC Party Ministers and MLAs realized the negative impact the restrictive CTO would have on Islanders, like Andrew and others. I believe in my heart they will amend the CTO in the 2024 Spring Session, because it is the RIGHT THING TO DO!
