Summary: 7 years was proposed for the duration of Sandleford planning approval but after the Inspector considered it, she inadvertently created planning permission indefinitely which no-one, including the developers is happy with. Bloor et al have requested 12 years duration of planning which means they could hold on to the plot waiting for it to go up in value or not submit reserved matters for up to 12 years before planning lapsed. Keeping the years lower would mean it encourages all parties to work through reserved matters within the Council within that period or the planning lapses - they also have to find the funds to build. Historically they have not been great at working through this and would prefer to walk away from negotiations so a tighter timescale would mean they have to work together or risk losing planning approval. If we get the required 20 objection letters the the application will go to Committee to be discussed (West Berkshire Council).
OBJECTION POINTS IF WANTED:
The 12 years duration of planning should be reduced as the NPPF Framework encourages local planning authorities to consider imposing a shorter time period to ensure that proposals for housing development are implemented in a timely manner.
Town & Country Planning Act 1990 Para 92 (3) if outline planning permission is granted without the conditions required by subsection (2), it should be deemed to have been granted subject to those conditions
