This appeal also impacts on the Warren Rd access which will be the ONLY access for at least 6 years from the central and western parcels. Hence all HGV construction traffic will run past the schools - estimated at one every 4 minutes.

Now an apology, many of you will have received a note several weeks ago regarding the Bloor Homes Appeal and yet have heard nothing from us about it. I'm afraid that is down to me and my attention being on other matters. However this is a very important stage of the process and we need to make sure that Bloor are not successful with their appeal, and use it as an opportunity to bring matters before the Planning Inspector that the Council seem keen to bypass through revisions they are bringing in under their Local Plan Review.
Importantly for us is the provision to make Warren Road an all vehicular access route to any development and the other is the expansion of land to be considered part of the development footprint to include San Foin to allow Mark Norgate to develop up to 500 homes under his portion of the development. Both the moves need to be resisted.
How to comment / raise concerns:
However our more immediate concern is the appeal itself and the deadline for submissions is Wednesday 24th February. If you have already commented on the planning application 20/01238/OUTMAJ then your comments will be considered as part of the Planning Inspector's review - however we would urge you to re-submit emphasising those points that you feel are of most concern.
Note this is Bloor Homes appeal so it is only about their 1,000 planned homes to the North and Central portions of the site, however it is pertinent to bring out points regarding access points to the west of the site in particular the use of Warren Road and the phasing of the Central portion of the site as to when the Bridge will be built that brings the site together.
Until such time the Central portion traffic can only exit via the proposed route via Warren Road which is highly contentious locally not least of which is because it is a footpath over which the developer has no proven rights of way. Moreover the approval of the site as a strategic site by the planning inspector specified that the development would be considered as a whole so that it would not lead to piecemeal development as now being proposed by Bloor Homes.

Access to hearings:
Finally as a campaign group we are applying for direct representation at the hearing under what is called Rule 6 status. This gives us the opportunity to make our case direct to the Planning Inspector although how that is to be conducted under current lockdown restrictions is to be seen. We will be making a case to delay representations on such an important development for the town of Newbury until such time as they can be made in person and proper site visits conducted at a time when schools etc are back to normal.
