COUNCILLORS' SITE VISIT MON 27 NOV - WOULD YOU BE ABLE TO SHOW YOUR SUPPORT AT A MEET IN WARREN RD?

ASKING FOR YOUR SUPPORT PLEASE - MON 27 NOV AT 11.30 AM IN WARREN RD? The Visit Programme is shown below but the most important time with regards to the Warren Rd Access is: 11.30am – Eastern end of Warren Road to walk Public Footpath for 100metres to view site. **PLEASE BRING SUITABLE FOOTWEAR AS WE WOULD NEED TO WALK ALONG THE FOOTPATH** I think it is important to show strength of feeling against this proposed access once more - especially considering that Donnington New Homes are planning to submit a new planning application in December! Therefore please can I ask you to come along if you are free? We have shown that if the local community are behind something we can make a difference, however we need to ensure that the council is aware that the strength of feeling is still present. For ease I have copied a letter below sent out by the Say No to Sandleford (SNTS) group. What worries me is that not only are the Councillors viewing the site of the application but also Warren Rd. Thank you for your support and hope to see you there! Julie Sandleford Update - Remaining Planning Application - Councillors Site Visit 27th Nov Another twist to the Sandleford situation. There is one remaining Planning Application to be considered by West Berkshire Council. This is 16/03309/OUTMAJ, which is the outline proposal from Bloor Homes for 1000 homes on their package of land. We were surprised to receive a letter from the Council indicating that the Western Area Planning Committee will be making a "site visit" to Sandleford on Monday 27th November, starting at 10.15am, in relation to the application, before considering it at their next meeting on the 4th December. It appears a councillor has "called in" the application, but we have yet to find out why. Site visit 27th Nov 10.15 - 11.15am The letter says: "The purpose of the visit, which you may wish to attend, is for the Committee to inspect the site. The site visit is not a forum to discuss the merits of the application. Furthermore, members of the public need to be aware that access to the site is at the discretion of the applicants, who may refuse permission for third parties to enter a site. If you choose to be at the site visit with the intention of pointing out any features you think the Committee Members should observe you should wait in a public area close to the site access and make yourself known when the group arrives. No special arrangements can be made in advance. Interested parties may request that the committee view a site from adjoining land or buildings but is entirely up to the discretion of the Chairman to decide whether it is necessary." There is an itinerary for the visit, as they have several viewing areas. Here it is: "10.15am – Short stop in lay-by on A339 north opposite St Gabriels School. 10.30am – College car park, south-western corner close to Leisure Centre. 10.40am – College car park, near Busy Bees Nursery building. 10.50am – Lay-by on north side of Monks Lane to view location of potential access into Sandleford site from Monks Lane. 11.00am – Rugby Club access on to Monks Lane to view location of main access from Sandleford site on to Monks Lane 11.10am – Rugby Club Car Park on south side of Main building. 11.30am – Eastern end of Warren Road to walk Public Footpath for 100metres to view site." We would ask supporters to come to Warren Road or the Rugby Club to be able to guide Councillors to the key issues regarding access, etc in these two areas. Peter, Spokesperson for SNTS, will be at most of the locations on this itinerary. We have also asked the planning dept why the visit is not being done at 8:15am or 3:15pm so Councillors can observe the current situation on Monk's Lane and Andover Road during school run \ rush hour. Planning Meeting Monday 4th December 6:30pm There is also the opportunity to attend the planning meeting following the site visit. Peter will be speaking at this meeting. Here are the guidelines for the meeting. If you do want to speak at this meeting there is a deadline of 4:00pm on the working day before the Committee meeting and the list of speakers will be placed in the order in which they have contacted the council. Guidelines from Council letter: "This proposal will then be considered by the Western Area Planning Committee on Monday 4 December 2017. The committee report will be available for inspection on 27 November and accessed from the following page on the Council’s website http://decisionmaking.westberks.gov.uk/ieListMeetings.aspx?CId=155&Year=0 This Council does allow members of the public to speak on applications being considered by the planning committees; details of the procedure which explains the scheme and provides some advice may be found overleaf. It is not obligatory for you to appear and, if you choose not to appear, your observations will still be summarised and reported to the Planning Committee. If you do wish to speak at the meeting, please let me know by 4pm on 1 December, either by telephone on (01635) 519111 or by email to Planapps@westberks.gov.uk (please do not email individual officers). If using email, please ensure that the request to speak is prominent within the text or in a separate email from any additional comments and that you quote the application reference. It is not possible to agree to requests to speak after this time. The meeting starts at 6.30pm in the Council Chamber, Council Offices, Market Street, Newbury RG14 5LD. You should be aware that the meeting is time limited by the Council’s Standing Orders and it is not always possible to complete the agenda. At this stage the Committee item is now subject to Access to Information legislative controls, so no new information including photographs or displays of any description, may now be published or presented to the Committee. Your option to enter the formal process in order to arrange to speak at the Committee meeting, does however allow an opportunity to present any information verbally, should you wish.
