The fight goes on to make sure that West Berkshire Council make the right decisions and provide the supporting infrastructure for the proposed Sandleford development. The Warren Rd Access will run alongside a Secondary School and cover the frontage of the local Primary School and Pre-School. It is important for the safety of our children that this is not allowed to happen! Objections letters should be sent to planapps@westberks.gov.uk by the 25 Nov 16. OBJECTIONS TO AMENDED SANDLEFORD PLANNING APPLICATION 15/02300/OUTMAJ AND 16/00106/OUTMAJ – WARREN RD ACCESS
All of my previous objection letters regarding the above planning applications still stand and this letter contains further objections to the amended Planning Applications:
The Plans of Warren Rd/Andover Rd junction still fail to consider the impact of the Warren Road access on key pedestrian routes around the local schools and churches.
Technical work must be undertaken regarding the Warren Rd/Andover Road junction and the general public must get the chance to look and comment on this prior to any decision being made.
Proposed loss of trees with TPOs along Warren Rd and replanting in a different location due to visability splay, will result in the permanent loss of a local historic landmark – historic alignment between Warren Rd and Sandleford Priory, 1873 OS and Willis’s map of 1768. This, along with loss of green verges and additional street furniture will change this key gateway to Newbury and detract from the hub of the Community’s current identity.
The difference in road height versus pavement height and the consequences of this in an accident does not seem to have been considered. This is a road safety issue.
The proposed loss of “green verge”/reduction of pavement along the Andover Road: Loss of “safety net”. No waiting areas at the crossings to allow for SIGNIFICANT numbers of pedestrians waiting to cross or at bus stops. Bin days on reduced pavement width, flooding on pavements due to pavement height versus road, reduced verges resulting in reduction of absorption of rain water (local problem). All of the above force pedestrians, and most importantly children and teenagers, to walk on the road.
Increased space has been given to turning vehicles at the expense of pedestrians – goes against West Berkshire Council’s sustainable transport policy. Increased road width means pedestrians are crossing the road for a longer period of time.
There is no synchronisation between the Warren Rd/Andover Rd junction and the Park House pedestrian crossing.
The proposed Warren Rd/Andover Rd junction will result in a significant loss of available parking, at the proposed junction and also Warren Rd.
The Plans incorporate St George’s car-park within the traffic light system. It does not have capacity to cope with both inward and outward traffic at the entrance. If queuing there are also vehicles manoeuvring in the same area. Throughout these vehicle movements, pedestrians are walking amongst the vehicles.
Andover Road is a designated local road and should not be used as a link road to the A34 junction. An alternative route is needed within the Sandleford development.
There is still no provision for a Haul Route from Development Parcel West 1 to the A339, away from the majority of children travelling to school. This is an alternative option if West Berkshire Council chose to enforce this.
