Pilot Trial to Convert the Existing Paya Lebar Road Egress into an Ingress
The Issue
To: Ms Tin Pei Ling, Member of Parliament, MacPherson SMC, and the Land Transport Authority (LTA)
From: Residents of MacPherson Weave
Background
We refer to the update shared with residents regarding the accessibility of MacPherson Weave, in which LTA explained that the precinct's ingress is designated via Circuit Road, while the existing access onto Paya Lebar Road serves only as an egress. LTA's stated concern is that an ingress from Paya Lebar Road, being a major arterial road, could impede traffic flow and affect overall road network performance in the area.
We thank Ms Tin Pei Ling for raising this matter with LTA on residents' behalf, and we appreciate LTA's explanation of the design rationale as well as its commitment to continue monitoring traffic conditions. At the same time, having lived with the current arrangement, many of us feel that the day-to-day impact on residents warrants a further, practical look.
Rather than requesting a brand new access point – which would require fresh construction, land take, and a longer approval and works process – we would like to propose a simpler alternative: converting the existing Paya Lebar Road access from an egress into an ingress, as a pilot trial. Circuit Road would continue to serve as it does today; only the Paya Lebar Road point would change function, giving residents a second ingress into the precinct. As the physical access point and gantry are already in place at this point, this approach would minimise construction disruption and cost while addressing the same accessibility concern, and could be implemented as a time-limited pilot trial so that actual traffic conditions can be observed and assessed before any decision on a permanent change.
Our Concerns
With only one ingress into MacPherson Weave via Circuit Road, residents returning home from the Paya Lebar Road direction – including from the PIE, Circuit Road, and surrounding areas – currently have to make a lengthy detour around the estate to loop back to the Circuit Road entrance. This has a real, daily impact on residents:
• Time and fuel: The detour adds significant travel time and petrol costs to an everyday journey, for what should otherwise be a short trip home.
• Traffic build-up at a single entrance: With all inbound traffic funnelled through one ingress, congestion at the Circuit Road entrance builds up during peak hours, which in turn may affect traffic flow on Circuit Road itself.
• Emergency and essential vehicles: Ambulances, delivery vehicles, and residents responding to emergencies are similarly subject to the same detour, which could matter in time-sensitive situations.
• Elderly and young children: The extended travel time is a particular inconvenience for elderly residents, families with young children.
Our Request
We respectfully ask that LTA consider a pilot trial – rather than a permanent change – to convert the existing Paya Lebar Road egress into an ingress, while Circuit Road continues to serve as it does today, for a defined trial period (e.g. 3 to 6 months), during which traffic conditions along Paya Lebar Road and at the precinct access points can be closely monitored and assessed. As this makes use of an existing access point rather than constructing a new one, we believe it offers a lower-cost, lower-disruption way for LTA to gather real, site-specific data to weigh against its planning considerations, while giving residents an opportunity to experience improved accessibility. Should the trial indicate a negative impact on road network performance, we understand and accept that the arrangement may need to be reviewed or reversed.
We are grateful for the ongoing engagement between our Member of Parliament and LTA on this matter, and we hope this petition demonstrates the strength of resident support for a pilot trial to be seriously considered.
