Is Cleveland Brown Running Veterans Affairs Police Oversight? (OS&LE | OSP)

Concerned CitizensAZ, United States
Oct 31, 2026

DATELINE | THE “CLEVELAND BROWN” ACT: The Office of Security and Law Enforcement (OS&LE) is the national oversight body for every VA Police department, including Phoenix — the unit with the longest public record of substantiated racial discrimination and sexual harassment findings. On its own website, OS&LE currently lists the accountability statute as the “Cleveland Dole Act” (“The Cleveland Brown Act” — a Family Guy character and episode).

The real law is the Cleland-Dole Act of 2022.

THE OFFICE THAT SETS POLICE STANDARDS CANNOT CORRECTLY NAME THE LAW IT IS REQUIRED TO FOLLOW

The same office that misspelled the law still ACTIVELY CONDONES a former supervisory official with Title VII racial discrimination (VA Case No. 200P-644-2022-147530) and substantiated “conduct of a sexual nature” findings (HPP Case No. 6210) remaining employed, armed, credentialed, and previously assigned as acting chief.

The Agency Already Ruled. No "Giglio" Flag Required — Apparently

Those findings were not abstract. Associate Director Stacey Scherpf of the Phoenix VA Health Care System (PVAHCS) sustained the “conduct of a sexual nature” determination (HPP Case No. 6210) and left it in place. Separately, the Office of Employment Discrimination Complaint Adjudication (OEDCA) issued a formal government ruling that a racial hostile work environment existed (VA Case No. 200P-644-2022-147530). Phoenix VA Police Management retained him — and later made him Acting Chief of Police.

  • OS&LE has been fully aware of both findings (there are emails) and has continued to exercise national oversight of the department that kept the official employed, armed, and previously assigned as "Acting Chief of Police."

THIS IS NOT A TYPO. THIS IS THE OVERSIGHT OFFICE.

Every other VA page that mentions the law uses “Cleland-Dole Act of 2022.” Facility announcements about body cameras use the correct name. VA News uses the correct name. The OS&LE page does not. It says “Cleveland Dole Act” and, in one place, “Cleveland DoLE Act.”

  • As of late October 2026, the OS&LE page still lists the statute as the “Cleveland Dole Act” / “Cleveland DoLE Act” and displays "Fiscal Year 2025" material under that incorrect name.

Welcome to the Cleveland Brown Act - A Foundation of Sloppiness

What is the Cleveland Act? Is this a Family Guy episode? Cleveland Brown is a cartoon. Cleland-Dole is a federal statute. OS&LE treated them as interchangeable on the page that is supposed to demonstrate accountability. That is the professionalism level currently on display.

The Law They Can’t Spell Also Requires the Public Data They Aren’t Posting

Under 38 U.S.C. § 902(e)(1)(A), as amended by the Cleland-Dole Act of 2022, VA "must" publish five years of summaries and statistics on each facility’s website covering:

  • Arrests and citations.
  • Prosecutions and related enforcement actions.
  • Uses of force and firearm discharges.
  • COMPLAINTS, INVESTIGATIONS, AND DISCIPLINARY ACTIONS INVOLVING VA POLICE OFFICERS.

The publication requirement in § 902(e) took effect on December 29, 2022 — the date the Cleland-Dole Act was enacted.  Facility pages — including Phoenix — still do not show the required five-year statistics.

OS&LE’s page references the requirement. It does not show the data. Phoenix VA Police has generated a volume of internal investigations, EEO activity, and harassment complaints that would even make Frank Serpico raise an eyebrow. None of that volume appears as the kind of public enforcement and accountability data the statute contemplates.

  • OS&LE is allowing facilities — including Phoenix — to skirt the law by posting a high-level summary on its own website while facility pages still lack the required five-year statistics on complaints, investigations, and disciplinary actions.

What Following the Law Would Have Changed — (Preventing the Corruption)

If the office had been following the law it cannot correctly name, the scale of activity inside the Phoenix VA Police would have been harder to keep inside the building. The public record would have existed earlier. The pattern would have been harder to treat as local and historical. Earlier public visibility would also have made it more difficult for the department to develop the level of corruption, ethical breakdowns, and the “R.O.T.” problem that multiple accounts have described — and harder for that same environment to grow into the failures that later became visible.

CARTOON SPELLING. REAL FINDINGS. SAME OFFICE.

OS&LE is the mother oversight agency for VA Police. It is the office that sets standards, reviews suitability, and is supposed to correct local failures. It currently has the name of a major accountability statute wrong on its public page — wrong in the direction of a Family Guy character. The same office has left a former Supervisory Phoenix VA police official with those findings of Title VII racial discrimination and substantiated “conduct of a sexual nature” misconduct (the phrasing used in the findings that Associate Director Stacey Scherpf’s facility sustained and then left in place) in a position of continued employment and prior supervisory and Acting-Chief authority.

  • The findings stayed in place. The badge stayed in place. The gun stayed in place. The spelling error is just the part that is visible without a FOIA request.

An Extreme Example of What Happens When Proper Action Isn’t Taken

They cannot spell the law. This is an extreme example of what happens inside a federal police department when proper, visible, and sustained accountability is not the outcome. The findings are real. The continued employment is real. The spelling error is real. One is cartoonish. The other is a documented travesty of accountability. Both are currently visible at the same time.

WHERE IS THE DATA? AND THE NUMBERS?

WHERE ARE PHOENIX VA POLICE’S PUBLICLY AVAILABLE FIVE-YEAR STATISTICS ON COMPLAINTS, INVESTIGATIONS, AND DISCIPLINARY ACTIONS, AS REQUIRED BY 38 U.S.C. § 902(e)?

  • 38 U.S.C. § 902(e) has required those facility-level statistics since December 29, 2022. As of October 31, 2026, that is 3 years, 10 months, and 2 days (1,402 days).

Concerned Citizens AZ Investigative Team — OS&LE cannot correctly spell the law it is supposed to enforce. Cleveland Brown has better standards compliance than the Office of Security and Law Enforcement. Phoenix VA Police still has a former supervisory official with Title VII racial discrimination and “conduct of a sexual nature” findings carrying a badge, gun, and arrest authority under that same oversight.
