We strongly believe these current negotiations, although not in entirety, are symptoms of wider issues within Policing. 

We intend to bring these issues to the fore and, where possible, suggest remedies so the opportunity exists for them to be addressed; ignoring the problems will only exacerbate them.

Many of the issues are endemic to policing but that does not mean that genuine efforts to resolve them should avoided.

We do not recommend an external review but rather an internal panel with input from external sources.

The success or otherwise of this review panel will depend mainly on the terms of reference, and for that, we must rely on the integrity of the Chief Commissioner.
