The Issue

I am absolutely outraged that the Justice Secretary and the Prime Minister have decided that killing a police officer in the execution of their duty is somehow less serious than other offences deemed too dangerous for early release.

Let me be clear, on behalf of Thames Valley Police Officers, I challenge the Prime Minister and the Justice Secretary to stand before PC Andrew Harper's widow, Lissie, his parents, his brother, his loved ones, or indeed any police officer in this country, and explain why those responsible for killing a police officer should still be eligible for early release.

Explain it to the officers who attended the scene on 15 August 2019 and witnessed the horrific consequences of that crime. The friends and colleagues that had to hear about it on the radio. Tell them that the life of a police officer does not warrant the same protection under this legislation.

This decision pours salt into wounds that have never healed. It is an insult to Andrew's family, his friends, his colleagues and the entire policing family.

Time and again they have been forced to relive their grief while watching a justice system that they trusted fail to recognise the unique sacrifice made by those who serve and protect the public.

Police Officers put themselves in harm's way every day. They run towards danger when everyone else is running away. They do so knowing that they may never come home to their families.

For the Government to exclude the killers of police officers from these protections sends a deeply troubling message about the value placed on those who make that sacrifice.

Andrew Harper's family deserved better. Every police officer in this country deserves better.

I will not stand by while the voices of Andrew's family, his colleagues and police officers across this country continue to be ignored.

Somebody, somewhere, must finally listen.

The Decision Makers

Ministry of Justice, United Kingdom
“We are grateful to everyone who has taken the time to sign the petition and share their views. The petition demonstrates the strength of feeling around this case. PC Harper dedicated his life to public service, putting himself in harm’s way to protect others and uphold the rule of law. His courage, commitment and professionalism exemplified the very best of policing, and his death was a tragedy. The Government recognises the profound impact it continues to have on his family, colleagues in Thames Valley Police, the wider policing community and members of the public across the country. It may be helpful to explain the context behind the change introduced through the Sentencing Act. When the Government took office in 2024, the prison system was days away from total collapse. The former Lord Chancellor immediately took swift and decisive action to stabilise the criminal justice system. Prisons at capacity would have meant courts cancelling trials and unable to sentence criminals, police forced to halt arrests, and a breakdown in law and order. The Government would never allow that to happen. The Government took decisions no government would want to take to provide a sustainable, long-term solution to the prison capacity crisis via the Sentencing Act and ensure that the public is never put at risk again from the threat of prisons running out of space and dangerous criminals not being able to be arrested. Ministers’ top priority will always be to do right by victims while keeping the public safe and the criminal justice system functioning. The Prime Minister and Lord Chancellor have listened to concerns about the implementation of important elements of the Sentencing Act. They subsequently took the decision to pause implementation of the progression model to ensure that two crucial things are balanced: the need to put victims at the heart of our work while ensuring we never run out of space to lock up the most dangerous criminals, a scenario which would represent the worst possible outcome for victims. As part of the review announced by the Prime Minister, it was decided to exclude some offences from the progression model, including unlawful killing offences like manslaughter and death by dangerous driving. This means hundreds more criminals staying behind bars for longer, including those who killed PC Andrew Harper. A full list of offence exclusions has been published by the Government: www.gov.uk/government/publications/sentencing-act-offence-exclusions More broadly, the Prime Minister is looking for other ways to ensure police officers know their daily bravery is not taken for granted. The Government has already committed to strengthening the Police Covenant and, in July, announced an additional £2.4 million funding to enhance wellbeing provision and improve specialist trauma support.”
