Most residents don’t realize this:

Once land is zoned I3 (Heavy Industrial), corporations like SK hynix and Purdue Research Foundation — now often criticized by residents as the Profit Rezoning Foundation can build by right — with no new hearings, no public input, and no community consent.

That means explosive gases, toxic solvents, and high-pressure systems can operate just a few hundred feet from homes — and neighbors get no say.

Behind it all is the Closed-Door Alliance — PRF, the City, and SK hynix — able to advance permits out of public view. Just consider how the I3 rezoning was pushed through at City Council in May, despite overwhelming community opposition and an APC recommendation to deny. Yes, permits are still required — but they are reviewed privately, not in public meetings. For residents, that isn’t oversight — it’s a Free Pass for danger.

Blast-Radius Reality — What It Means Here


Semiconductor incidents aren’t ordinary. They often involve pyrophoric and water-reactive gases — materials that ignite instantly when exposed to air and can explode if sprayed with water.

When such reactions occur, pressure waves can travel through cleanroom ventilation systems and ducts. If containment fails, they don’t stop at the walls — they push heat, debris, and toxic gases outward, affecting the surrounding area.

Typical safety data show that:

Small gas events can impact areas 30 to 150 feet away.
Major explosions can have secondary impact zones up to 0.6 miles (1 km).
That’s why zoning matters.

West Lafayette’s SK hynix site sits less than a quarter-mile from homes, and just hundreds of feet from:

  •  Neighborhoods (0.01–0.03 mi)
  • A proposed daycare (0.1 mi)
  • A planned Parkview Hospital (0.02 mi)
  • Fire Station #3 (next door)

All within what safety engineers would call the highest risk zone.

These aren’t hypothetical numbers — they’re drawn from real events. The 2025 rocket-fuel explosion in Tennessee killed 16 people and leveled structures across a one-mile area. Similar incidents in semiconductor and gas facilities have produced pressure waves strong enough to shatter windows hundreds of feet away.

So when city officials and PRF treat “I3 zoning” as a simple planning tool, they ignore what it truly means: permission for operations using explosive, toxic, and high-pressure systems right next to where people live, learn, and heal.

Babies and Patients as Human Buffers?
PRF calls this “innovation.” The City calls it “economic development.”

But what kind of planning puts a daycare and a hospital beside a rocket-propellant site and a chip facility using flammable gases and PFAS-bearing waste streams?

Are the City, Profit Rezoning Foundation (PRF), and the Bulldozer Chip Factory (SK hynix) really using babies and patients as a safety buffer?

That’s not visionary planning — it’s reckless and inhumane.

To date, SK hynix and PRF have not disclosed a full list of hazardous gases, solvents, or PFAS compounds they’ will store or discharge — despite repeated community requests.

Meanwhile, our lawsuit has moved forward! Yet SK hynix is fighting community participation in court: the company opposed the motion of John M. Burgett, a long-time West Lafayette attorney, to appear amicus curiae in support of residents. (Burgett argues the City acted “in complete obedience” to SK hynix and PRF.) Hard to square that with SK hynix’s self-branding as a “World’s Most Ethical Company.”
