We, the citizens, residents, and diaspora of Saint Lucia, submit this formal petition out of a profound sense of urgency, grief, and duty to our country. Our nation is currently gripped by an unprecedented wave of violent crime, gun violence, and cold-blooded homicide. The peace, tranquility, and safety that once defined our beautiful island are being systematically dismantled by individuals who operate with complete disregard for human life and the rule of law.
For too long, the law-abiding public has lived under a cloud of fear. Families are being shattered, communities are traumatized, and the national psyche is being eroded by daily reports of brazen executions and brutal crimes. Despite the commendable efforts of the Royal Saint Lucia Police Force, law enforcement alone cannot solve this crisis if the judicial system fails to provide the ultimate deterrent.
While the death penalty remains legal under the Criminal Code of Saint Lucia, a decades-long de facto moratorium—largely driven by external judicial precedents and international pressures—has rendered it toothless. The current punitive framework is failing. Imprisonment is no longer a sufficient deterrent for those who willingly commit heinous acts of violence. It is time for our legislative and executive branches to prioritize the lives of innocent citizens over the comfort of convicted murderers.
II. THE ARGUMENT FOR CAPITAL PUNISHMENT
1. The Necessity of a True Deterrent
A justice system must possess a punishment that matches the gravity of the worst crimes. When criminals believe that the maximum penalty for taking a life is a comfortable cell with three meals a day funded by taxpayers, the fear of consequences disappears. The reinstatement of active executions will send an unmistakable, chilling message to gang elements and violent offenders: if you take a life in Saint Lucia, you forfeit your own.
2. Justice for Victims and Families
True justice requires proportionality. Families of murder victims are handed a lifetime sentence of grief, psychological trauma, and loss. Meanwhile, perpetrators are often given sentences that allow for eventual release or a lifetime of maintenance at the state's expense. Therefore, we the undersigned, formally call upon the Government and Parliament of Saint Lucia to exercise their sovereign authority and execute the following actions:
1. Resolve Legal and Constitutional Obstacles: Review and amend the Constitution and relevant legislation to bypass foreign judicial blockades (such as the limitations imposed by the UK Privy Council regarding delays) that have historically stalled the execution of death sentences.
2. Lift the De Facto Moratorium: Formally declare an end to the moratorium on capital punishment and direct the state to actively seek the death penalty in cases of capital murder, contract killings, gang-related executions, and heinous offenses against children and law enforcement officers.
3. Modernize the Judicial Process: Implement legislative reforms to streamline the appeals process in capital cases, ensuring that while due process and human rights are strictly respected, bad-faith legal stalling tactics are prevented.
4. Fund the Complete Justice Pipeline: Allocate the necessary resources to the judiciary and forensic services to ensure swift trials, watertight convictions, and the secure, lawful implementation of the maximum penalty.
