We, the undersigned, respectfully request that FIFA conduct a thorough and impartial investigation into the officiating of the 2026 FIFA World Cup qualifier between Bahrain and Indonesia, held on October 10, 2024. The match, under the leadership of referee Ahmed Al-Kaf, was marred by several controversial decisions that appear to have unfairly benefited the Bahraini team, leading to significant concerns about the integrity of the match.

 

The following key incidents have raised serious questions about the fairness of the officiating during this match:

### 1. **Injury Time and Controversial Goal**
The most significant and contentious moment occurred during injury time. Bahrain’s equalizing goal, scored by Marhoon to make the score 2-2, came after the referee allowed play to continue far beyond the allotted injury time. Referee Al-Kaf had initially signaled six minutes of added time in the second half, but the match continued until 100 minutes, allowing Marhoon to score in the 90+9 minute. This extension of injury time was highly irregular and appears to have directly influenced the outcome of the match in Bahrain’s favor.

### 2. **Excessive Fouls Against Indonesia, Favoring Bahrain**
Throughout the match, Referee Al-Kaf consistently awarded free kicks and fouls in favor of Bahrain, often in situations where the contact from Indonesian players was minimal or negligible. On the other hand, Bahrain players frequently engaged in theatrical actions to earn free kicks, which the referee readily acknowledged. This discrepancy in officiating seemed to create an imbalance in the match, frustrating the Indonesian players and appearing to favor the home team, Bahrain.

### 3. **Failure to Award a Free Kick to Indonesia**
In a key moment during the second half, Rafael Struick of Indonesia was clearly fouled by a Bahraini defender near the penalty box. Despite the obvious foul, Referee Al-Kaf allowed play to continue, denying Indonesia a rightful free kick in a dangerous position. Following this incident, the ball inadvertently struck the referee himself, after which Al-Kaf awarded a drop ball to Indonesia. This decision, which failed to properly recognize the original foul, further questioned the referee's judgment and undermined Indonesia’s fair opportunity to capitalize on the situation.

### Request for Investigation
These incidents have left many to question the integrity of the officiating and whether the decisions made by Referee Ahmed Al-Kaf were in line with FIFA’s standards for fairness and impartiality. Given the importance of World Cup qualifiers, it is essential that the refereeing be transparent, fair, and consistent.
