The Florida Department of Business and Professional Regulation (DBPR) has increased oversight of Homeowners Associations (HOAs) in Florida, particularly concerning compliance with Florida Statutes Chapter 720 (Homeowners’ Associations) and Chapter 718 (Condominium Act), though Chapter 720 applies specifically to HOAs.

Although DBPR does not investigate HOA board member misconduct or disputes directly between homeowners and HOAs under Chapter 720, they do have jurisdiction over licensed Community Association Managers (CAMs) and the management companies that employ them. CAMs are licensed professionals regulated by DBPR and are required to adhere to ethical and statutory standards. If a CAM acts improperly or fails to fulfill their duties in a lawful manner, you can file a complaint with DBPR for investigation.
