Petition for Continued Drainage Maintenance and Flood Management in Cagayan de Oro
The Issue
Flooding during periods of heavy rain continues to affect parts of Cagayan de Oro. When water builds up on roads, traffic can slow down, some vehicles may have difficulty passing, and travel times can increase. These conditions affect students, workers, passengers, motorela drivers, and other small-vehicle drivers who depend on these roads for daily transportation and livelihood.
In 2026, drainage and flood management remain ongoing concerns in the city. The city's plans include drainage projects in areas such as Kinasanghan Road, Canitoan, Kauswagan, and Patag. While some drainage projects are already being implemented or planned, existing drainage systems also require regular inspection and maintenance to ensure that they continue to function properly.
Flooding can also temporarily affect major roads used by commuters. In September 2026, flooding was reported along Kauswagan Highway near S&R, where water temporarily made the road difficult for small vehicles to pass. The water later subsided and the road became passable. Incidents like this show how heavy rain can temporarily disrupt transportation and affect people traveling through the city.
Areas such as Iponan, Kinasanghan, Kauswagan, Canitoan, and Patag have been identified in local assessments or recent reports in connection with flooding, drainage, or water-related concerns. Conditions can differ from one area to another, and ongoing or completed projects should be taken into account when identifying remaining problems.
Flooding can affect people even when their homes are not directly flooded. Water on roads can slow vehicles, make some routes difficult to pass, and increase travel time. For students and workers, this can make daily travel more difficult. For motorela and small-vehicle drivers, delays and difficult road conditions may also reduce the number of trips they can make and affect their daily income.
Flooding has many possible causes, including heavy rainfall, overflowing waterways, and the condition and capacity of drainage systems. Drainage improvements and waterway maintenance cannot completely prevent flooding. However, regular inspection, cleaning, and maintenance can help keep drainage systems clear and allow water to move more freely during heavy rain.
For these reasons, the local government and barangay officials are respectfully asked to:
1.Continue monitoring and maintaining existing drainage systems in areas affected by water buildup and flooding.
2.Regularly inspect and clean creeks, canals, and drainage channels where blockages or accumulated materials may affect water flow.
3.Remove accumulated soil, garbage, and other materials from drainage systems and waterways when necessary, based on actual site conditions.
4.Continue monitoring roads affected by flooding, especially routes used by students, workers, public transportation, and small-vehicle drivers.
Continue reminding residents not to dispose of garbage in creeks, canals, and other waterways and encourage proper waste disposal.
5.Monitor flood-prone and flood-affected areas during periods of heavy rain and provide timely information when road conditions become difficult or unsafe for motorists.
Flooding cannot be completely prevented through drainage improvements alone. However, continued maintenance, monitoring, and timely response can help reduce some of the transportation and safety problems caused by flooding.
This petition calls for continued attention to Cagayan de Oro's drainage systems, waterways, and roads affected by flooding. It recognizes that some projects have already been completed or are underway, while also calling for continued attention to remaining drainage and flooding concerns.
Through continued cooperation among government officials, barangays, and residents, Cagayan de Oro can work toward better-maintained drainage systems and safer roads while reducing some of the difficulties that students, workers, drivers, passengers, and other residents experience during heavy rain.
Please sign this petition to support continued monitoring, maintenance, and improvement of Cagayan de Oro's drainage systems and waterways.
