The Biloxi City Council will hold a final vote on the Beauvoir Villas subdivision on Tuesday, July 29 at 1:30 PM at City Hall (140 Lameuse Street). This is the second reading of the rezoning ordinance that would allow Elliott Homes to build 213 homes under a Planned Development-Residential (PD-R) master plan. Public comments will be allowed before the vote.
Biggest Issues
The proposed subdivision includes less than 5% open space set-aside, falling more than 100,000 square feet short of the 20% minimum required by law. Under Biloxi’s Land Development Ordinance, that requirement is mandatory for PD-R projects based on RS-10 zoning—and it cannot be waived. The plan is out of compliance and undermines long-standing standards meant to preserve green space and neighborhood quality.
The density and lot sizes in Beauvoir Villas wouldn’t even be legal in a trailer park. Biloxi’s Residential Manufactured/Mobile Home (RMH) zoning requires at least 3,600 sq ft per home space and no more than 10 homes per acre. Beauvoir Villas would cram in 213 homes on 16.7 acres—that’s 12.75 units per acre on 1,500 sq ft lots. In other words, the city is considering looser rules for permanent houses than it allows for mobile homes.
How to Take Action
E-mail (or call) your City Council representative before the vote and plan to attend the meeting if you’re able. Public input matters—especially now.
