The Issue
Please help us change the cat ordinance in Penn Hills! Penn Hills has an ordinance (612.01) that states all cats and dogs must be contained to owners property. We would like the Municipality to change the ordinance to make an exception for cats. We adopted our cat Richard from the Animal Rescue League about 3yrs ago. Richard is an indoor/outdoor cat that likes to spend days outdoor especially when the weather is nice. Richard is extremely friendly, does not tear up garbage, is great killing rodents such as mice and moles, and all of our neighbors love him, except for one. Although a few other neighbors have indoor outdoor cats, our next door neighbor has been calling the municipality wanting us cited for our cat.
We have tried putting Richard on a tie out to keep him contained in our yard, but he freaks out and we're afraid he's going to hurt himself. Richard is neutered, and we would like the ordinance to state any indoor/outdoor cats must be spayed/neutered, so not to contribute to the stray cat population.
PLEASE help us make this change! When we adopted Richard we were told Allegheny County does not have a cat ordinance. After owning Richard all this time, and through the next door neighbor targeting us, we recently found out Penn Hills has a cat ordinance. Thank you for reading and please sign.
