As concerned users and animal advocates, we call on Pavel Durov and the Telegram team to take immediate action in blocking and removing content that promotes or displays violence against animals.

 
Every day, graphic videos of animal abuse are being shared freely on Telegram channels. These include horrific depictions of torture, mutilation, poisoning, and even killing — often posted as shock content or for sick entertainment. This is not freedom of expression; this is the exploitation and degradation of innocent living beings.

 
In many countries, the distribution of animal cruelty content is illegal , yet Telegram remains one of the few platforms where such material continues to circulate unchecked. Not only does this violate laws, but it also normalizes violence, desensitizes viewers, and may even encourage further acts of cruelty — especially among impressionable users.

 
Pavel Durov has long positioned Telegram as a bastion of privacy and free speech. But with great power comes great responsibility. Freedom of expression must have limits when it comes to illegal and morally unacceptable content . Telegram cannot continue to turn a blind eye while its platform becomes a haven for abuse.

 
We urge Pavel Durov and Telegram to:

 
Ban and remove all videos depicting violence against animals
Block channels and users who repeatedly post abusive content
Implement stronger moderation tools and reporting systems
Work with animal protection organizations to identify harmful material
 
Telegram has the ability — and the duty — to be part of the solution. It’s time to draw a line in the sand and say no more to cruelty.
