ParkingEye System Still Causing Chaos!

My inbox this weekend (31st March/1stApril):
”My 80 year old father took himself to A&E” “Father nearly 91 ..... in tears ..... can’t sleep” “Reg no not recognised ... card used .... no receipt” “Handicapped daughter for X-rays ..... blue badge holder” “Delay waiting for prescription ..... “ “Queue to pay ..... people didn’t know what to do...”
What do all these have in common? They’ve received a PCN from ParkingEye. They haven’t intended to defraud the company, in most cases they’ve paid or there were very good reasons why they didn’t. In most cases their appeals have been turned down prior to further intervention.
GOV.UK guidelines on NHS patient, visitor and staff car parking principles say, in regard to contracted-out car parking “NHS ORGANISATIONS ARE RESPONSIBLE FOR THE ACTIONS OF PRIVATE CONTRACTORS WHO RUN CAR PARKS ON THEIR BEHALF. NHS ORGANISATIONS SHOULD ACT AGAINST ROGUE CONTRACTORS IN LINE WITH THE RELEVANT CODES OF PRACTICE WHERE APPLICABLE.”
Is ULHT doing enough to stop PCNs being issued without common sense and discretion being applied? I don’t think so.
