“The Voiceless Justice Act” Petition Launches Nationwide to Criminalize Narcissistic Abuse and Psychological Warfare
Federal Initiative Seeks Legal Protections for Survivors and Posthumous Justice for Victims Driven to Suicide
May 7, 2025 A groundbreaking petition calling for federal legislation to criminalize narcissistic abuse is gaining rapid traction on Change.org. Titled the Voiceless Justice Act, the initiative seeks to address one of the most insidious and misunderstood forms of abuse covert psychological warfare that leaves no bruises but can destroy lives.
Launched by survivor and advocate Daniel Ryan Cotler, founder of the Heal Loudly Movement, the petition aims to give voice to the countless victims who have suffered in silence and those who never got the chance to speak at all.
The Voiceless Justice Act introduces bold federal reforms, including:
Criminalization of narcissistic abuse as a specific, punishable offense
Mandatory sentencing for repeat abusers and those whose actions result in suicide or psychiatric collapse
The FRANKIE Initiative, establishing a federal registry for convicted narcissistic abusers, modeled after sex offender registries
Recognition of suicide resulting from psychological abuse as a form of homicide, creating legal accountability for coercive psychological tactics
Family court reforms to ensure victims are not retraumatized or forced to co-parent with their abuser
Law enforcement training to properly identify covert abuse tactics and protect victims
A national public awareness campaign to educate the public on emotional manipulation, gaslighting, and trauma bonding
“This is for the ones who didn’t make it out alive. The ones who tried to speak up and were laughed at, ignored, or criminalized. It’s for the countless victims who were told it wasn’t abuse because there were no scars,” Cotler says. “We’re demanding legal recognition that emotional abuse can kill and often does.”
Cotler himself is a survivor of prolonged narcissistic abuse that led to nine suicide attempts. Despite reporting his abuser Frankie Zerella to multiple agencies with extensive evidence, Cotler says authorities failed to take action. He created the FRANKIE Initiative in honor of those failed by the system, including himself and others like him who were silenced by manipulation, fear, and a lack of legal recourse.
The Change.org petition has already begun mobilizing survivors, therapists, legal advocates, and families who’ve lost loved ones to suicide caused by emotional abuse. As awareness spreads, so too does the call for justice for change for federal recognition that emotional abuse, when weaponized systematically, can be as lethal as physical violence.
