Emmanuel’s Law – Fact Sheet
■ Case Snapshot: Baby Emmanuel Haro
• 7-month-old Emmanuel Haro of Cabazon, CA, reported missing on August 14, 2025.
• Parents Rebecca and Jake Haro arrested for murder and filing a false police report.
• Investigators revealed Emmanuel died from ongoing abuse. His remains have not yet been
recovered.
• Jake Haro had a prior conviction for child cruelty in 2023 after abusing his infant daughter in
2018.
• Damages to first daughter: Brain hemorrhage, skull fracture, multiple broken ribs, and
lasting cerebral palsy after surgery — detailed by the DA during a press conference.
• Despite these horrific injuries, Jake’s prison sentence was fully suspended by the court,
allowing him to remain free.
• District Attorney Michael Hestrin stated clearly: “If Jake Haro had served his sentence,
Emmanuel would be alive today.”
■ Why Emmanuel’s Law Is Needed
• Close the loophole that allowed a convicted abuser back into the home.
• Create a national child abuser registry to prevent offenders from moving between states
undetected.
• Mandate that child safety is prioritized over reunification quotas or deadlines.
• Ensure judicial accountability when leniency decisions put children at deadly risk.
