Hello supporters,
Animal welfare groups in Virginia have been working hard to oppose HB 889—the bad tethering bill—which provides only some powers to localities to restrict tethering. The problems with 889 are that it’s unnecessary because localities are clearly empowered to pass tethering ordinances; the ones who haven’t done so, aren’t likely to do so. Where are the localities begging for this language in state code? Not a single one has stood up to endorse 889. It also includes an exemption for hunting and farming that is really problematic.
Last night, HB889 was heard in Senate committee and amended to be IDENTICAL to SB872, our tethering bill with statewide restrictions on chaining in extreme weather conditions. This means there is still a chance for 872 to become law! Please watch the video.
