Would be nice to see the grass grow back on the patch, if the neighbours are that adamant they need to burn rubbish in the park every year then maybe the council should step in and do something about it. Maybe give them a spot to burn their rubbish since it's not going to stop. Police don't do anything about it and either does our council or community for that matter.
