The proposals to create a new 'criminal' offence of 'non-compliant' busking represent a real threat to cultural freedom in the city and could lead to musicians and artists facing punitive fines and a criminal record just for playing music on the streets. It is also completely unnecessary. In both Liverpool and York the Keep Streets Live Campaign has worked alongside the council to introduce common sense busking guidance based on mutual respect and cooperation. We will meet outside Pret A Manger on Cornmarket Street and divide up into groups of 'non-compliant buskers'. Apart from having fun by bringing art and music to the streets, the purpose of our protest will be to demonstrate that there is no need to use criminal law to scare people into following a highly prescriptive busking code of conduct. Buskers do not need the threat of a criminal record and fines of up to £2500, instead they need a local authority that actively supports and encourages its artists and musicians instead of punishing them.
