The Issue

We, the undersigned students, educators, and community advocates, are calling on school administrators, local education officials, and the Department of Education (DepEd) to urgently strengthen efforts to prevent school violence and promote kindness, respect, responsibility, and peaceful conflict resolution. Every student deserves a safe, healthy, and respectful learning environment.

Today’s generation faces an increasing rate of youth violence that deeply impacts students’ mental state and actions toward each other—resulting in pervasive fear, unresolved conflicts, severe distress, and misunderstanding. Countless students struggle silently with bullying and abuse due to a severe lack of accessible guidance and the comfort needed to seek an adult's help.

School violence in the Philippines has reached a critical juncture, with cases ranging from severe bullying to physical fights involving weapons. According to reports from the Programme for International Student Assessment (PISA), 1 out of 3 Filipino students continues to face regular bullying in school—affecting 43% of girls and 53% of boys multiple times a month, which is more than double the global average set by the Organization for Economic Cooperation and Development (OECD). Furthermore, data from the Second Congressional Commission on Education (EDCOM II) shows that over half (56%) of all reported campus incidents involve direct physical aggression.

Whether it is persistent bullying, physical fights, or extreme incidents involving weapons, these numbers prove that violence threatens the safety, mental health, and future of our youth every single day.

When we ignore misunderstandings among students, we compromise not only academic performance and mental well-being, but the overall quality of life for our youth and how they will treat each other in society.

True safety begins when every student learns to conquer their own anger before choosing violence.

Schools should be sanctuaries of growth, yet they are increasingly disrupted by impulsive violence, bullying, and intimidation. While strict policies and consequences are necessary, punitive measures alone do not fix the root issue: we are failing to teach young people how to control their impulses, manage frustration, and resolve conflicts peacefully.

School violence is not just a breakdown of campus rules, but a breakdown of self-control and emotional regulation. When we react with physical force or uncontrolled anger, we destroy our own potential and rob others of their right to a safe education. Preventing violence requires a fundamental shift from physical retaliation to emotional discipline. Choosing wit over fist means recognizing that real strength is not found in fighting someone else—it is found in mastering yourself.

By prioritizing secure, preventive solutions to violence, we don't just solve a heated argument—we save lives, fostering a more respectful, kind, and responsible generation.

We urgently call upon the Department of Education (DepEd) and local school administrations to take immediate action by:

  • Strengthening Anti-Violence Policies: Establish clear protocols against bullying, abuse, harassment, threats, and any form of violence among students and staff.
  • Improving Reporting Systems: Ensure that students and school personnel can report safety concerns through safe, confidential, and accessible campus channels.
  • Promoting Conflict Resolution: Conduct regular seminars focusing on problem-solving activities, conflict de-escalation, and proper communication.
  • Increasing Adult Support: Guarantee that students have reliable guidance and protection from parents, teachers, and school authorities whenever they encounter violence.

Why Your Signature Matters

Education is a fundamental right, and no child should fear attending school. Real safety will not come from heavier fists or bigger fights; it comes from choosing wisdom, self-control, and empathy.

Please join us in signing this petition to urge the Philippine government and the Department of Education to prioritize the safety and well-being of our youth. Let's transform our educational institutions into safe, supportive, and compassionate environments where no student has to suffer in silence.

Wisdom. Impulse-control. Temperance. Transformation.
