The Issue

Public funds play an important role in the daily lives of Filipinos. Government budgets are used to finance roads, bridges, schools, hospitals, public transportation, disaster-response programs, and other services intended to benefit communities. In the Philippines, the 1987 Constitution recognizes the people’s right to information on matters of public concern, subject to limitations provided by law. Government procurement is also governed by Republic Act No. 9184, or the Government Procurement Reform Act, which promotes principles such as transparency, competitiveness, and accountability. The Philippine Government Electronic Procurement System (PhilGEPS) serves as the central portal for government procurement information, where procurement opportunities, bidding information, and contract-related details can be made publicly available. However, citizens need more than the knowledge that these funds are being spent—they also need accessible information about where the funds are allocated, how they are being used, and what projects they are supporting. Without clear and understandable public information, it can be difficult for ordinary citizens to follow the progress and implementation of government-funded projects.

The issue addressed by this petition is the need for greater transparency in government spending and the public disclosure of government-funded projects. Important details such as project budgets, funding sources, locations, implementing agencies, contractors, timelines, actual expenditures, procurement information, and current project status should be made available through accessible and regularly updated online platforms. Existing government procurement systems already demonstrate that information about public procurement can be published online; PhilGEPS provides access to government procurement activities and information, including opportunities, bidding documents, and award-related information. Providing more complete and understandable project information can help citizens better understand public projects in their communities and participate more meaningfully in civic affairs. Transparency also allows the public to compare announced project plans and timelines with available implementation updates, helping communities stay informed about projects that directly affect them.

This petition calls for stronger efforts to make government spending and project information accessible, timely, complete, regularly updated, and easy for the public to understand. It is not intended to target any particular political party, official, or government agency, but to promote a culture of transparency and informed civic participation. Public resources are entrusted to the government to serve the people, and citizens should have meaningful access to information about how those resources are being used. Greater access to reliable public information can help citizens understand government programs, ask informed questions, and participate responsibly in matters affecting their communities. Our money, our communities, our projects—our right to know.
