California has already shown the way to a complete ban. There is no need to allow more time.

The smart strategy is to Leave the Leaves by mowing them into the lawn and leaving them in the beds. Clean up the rest with a rake or electric blower. All this leaf blowing is hazardous to beneficial insects and deprives us of soil regeneration.
