Proposed Gas Station/Community Committee Meeting Update

Good Morning,

A quick update regarding last night’s Fairview Heights Community Committee meeting.

The committee made a motion to send the proposal for the gas station/convenience store, without a recommendation, to the City Council for a vote.  The City Council will hold a final vote on the matter February 4th.

During the meeting, Alderman Zimmerman made it clear even if the gas station/convenience store is denied, the developer still could proceed with putting in another business at the location without having to go through the city, since it is zoned as “B3”.   Permitted uses in “B3” is a long list, which is included at the end of this update.  The gas station/convenience store requires a Special Use Permit, which is the reason for the Planning Committee -> Community Committee -> City Council steps it is currently going through.

Dallas Alley, Fairview Heights Director of Land Use and Development, presented revised plans from the developer that included a slightly downsized footprint (removing some fuel pumps, shifting location of car wash, removing 2nd floor mezzanine from building) and changes in operating hours - now closing at 10:00PM vs. 12:00 AM.   Mr. Alley mentioned the revised plans will be posted on the Committee Meeting’s Agenda webpage.

Numerous residents from Fairview Heights, Caseyville and O’Fallon spoke in opposition of the gas station/convenience store, expressing concerns related to health, traffic, safety and appearance (litter, etc.).

If you oppose the gas station/convenience store, please consider continuing to share this petition, especially with Fairview Heights residents that are opposed and attend the Fairview Heights City Council meeting on February 4th.

14-2-11 “B-3” COMMUNITY BUSINESS DISTRICT. The “B-3” Community Business District of the City is intended to provide for the establishment of a variety of retail oriented commercial activities and to prohibit inappropriate and incompatible commercial activities.  Such areas must be carefully located so as not to construct, impede or reduce the normal flow of traffic and to provide for a safe access and egress.

(A)    PERMITTED USES IN “B-3”

Animal hospitals when conducted within an enclosed building

Apartment hotels, hotels, motels

Automobile and agricultural implements sales and service

Business and professional service, office.

Business, profession, and technical schools and universities.

Cultural and philanthropic uses such as libraries and museums.

Financial institutions, including drive-through facilities.

Funeral chapels and mortuaries.

Governmental offices.

Governmental uses of Fairview Heights

Health care services – ambulatory

Mobile home sales

Movie theatres

Office buildings, public and private

Package liquor store

Parking lots and garages for automobiles

Personal services such as: appliance repair and maintenance, nail and skin care, barber and beauty shops, retail dry cleaners, dance and athletic studios, electronic repair services, laundromat, tailoring and alterations, locksmiths, watch, clock and jewelry repair, clothing rental, footwear and leather goods and similar uses.

Pet Shop

Recreational facilities (indoors) such as: bowling alley, billiard parlors, ice and roller skating rink, soccer and theaters.

Recreational vehicle sales and service

Restaurants, excluding drive-through facilities
