The International Code Council ( ICC) develops codes, standards, and has over 8 subsidiaries. ICC is suppose to maintain a complete firewall between their identity as a standard developer, the standards they develop, and the services of ICC, but they do not.
ICC is not suppose to police or enforce compliance to their codes and standards, but they do.
The Small Residential Unit is ICC's agenda and they have had an overreach and undue influence in the development of the tiny house standard to carry out their goal.
Why Has It Been Determined That The Small Residential Unit Is ICC's Agenda?
On October 22, 2024 there was a webinar in Long Beach at the ICC Expo where they promoted the first draft of the tiny house standard that had already been taken over by the SRU.

This session will review several emerging small dwelling units including accessory dwelling units (ADUs) and Tiny houses, what provisions apply and how various jurisdictions are applying multiple strategies including building codes, zoning codes and other strategies to help support their use.
