The Issue

My family and I have lived in Jarrow for many years, cherishing the charm and tranquility of our neighbourhood. However, this cherished peace is now under threat. The recent sale of a property at 116 York Street is set to bring significant disruption to our community. The new owner's plans to convert this standard family home into a C4 HMO—our area’s third—is causing concern among many longtime residents.

The transformation from C3 Dwellings to a six-person HMO isn't just a change in property use, it's a change in our way of life. For those of us who have chosen Jarrow for its quiet, friendly atmosphere, the possibility of increased noise from multiple occupants with varying lifestyles is alarming. Not knowing who will be living next door, and the loss of our privacy and peace, is distressing.

Parking is already a concern on York Street, and with more cars vying for the limited spaces, the added pressure on local infrastructure could turn our narrow streets into a battleground for parking spots. This is compounded by the potential for additional vehicles belonging to visitors, which only heightens our anxiety.

Moreover, our streets, which previously enjoyed a harmonious blend of households, may soon be plagued with issues commonly associated with high-density living environments. Increased waste, noise, and a decrease in property values are just some of the repercussions we fear. We imagine our quaint corner of Jarrow being overshadowed by these large and impersonal dwellings, which do not fit with the established aesthetic and core of our current community.

This proposed change also stands in opposition to our local planning policies, which recognize and protect the character and cohesion of our settled residential areas. If allowed, it might set a precedent for more such conversions, thereby eroding the very foundation of our community’s identity.

We urge the local council and planning authorities to consider the substantial impact that this conversion will have on residents. Given our community's well-being and stability, we implore them to reject the proposed change of use of 116 York Street into a HMO.
