Of course none of this complication is necessary. Excess daytime power due to the current predominance of solar power, can and should be used up in batteries and reverse pumped hydro.

Even if the reservoirs that receive reverse pumped water are full (or too few) excess electricity can be dumped by pumping water and releasing it without driving turbines.

According the draft rules address a problem that doesn't (or shouldn't) exist.

Too much RE is not the problem. Ensuring it's all bought and managing it are.
