The Issue
It has been five years since the pandemic. Around the world, regulators, courts, parliaments and scientists are now examining what the COVID-19 vaccines did. Here, the Ministry of Health says nothing. Is MOH ignoring the real data emerging around the world?
We call on Mr Ong Ye Kung to step down as Minister for Health. He has led the Ministry since 15 May 2021. This petition is not about the past alone. It is about a Minister who, today, in 2026, is still looking away. Every point below comes with its source, so you can check it for yourself.

1. The world is examining mRNA harms. His Ministry stays silent.
The evidence is no longer coming from activists. It is coming from regulators, governments, courts and the largest studies ever done:
- 99 million people. The Global Vaccine Data Network's study, the largest vaccine safety study ever done, confirmed safety signals for myocarditis and pericarditis after mRNA vaccines. (Source: University of Copenhagen record; Medical Xpress, February 2024)

More than 90% of Singaporeans took these vaccines. MOH has not publicly addressed a single one of these findings, or ordered any inquiry of its own. Singapore's only review was commissioned by the Government about itself.
2. His own Auditor-General found serious lapses in his Ministry.
On 15 July 2026, the Auditor-General reported spending in MOH that was not approved, savings that were not declared, overpayments, and possible falsified quotations. (Source: Ministry of Health, 15 July 2026) This is not our finding. It is the Government's own auditor's. A Minister who cannot account for his Ministry's money cannot ask the public to trust his Ministry's judgment on their health.
3. The Fauci files: Singapore's Grant Numbers. MOH has said nothing.
In July 2026, the US Senate released 5,107 pages of Dr Anthony Fauci's files. Two Singapore grant numbers appear in them, from our Ministry of Health and our National Research Foundation, in the funding line of a paper co-authored with scientists from the Wuhan Institute of Virology.
My investigative report, Combating Weapons of Mass Destruction: A Singapore Story, followed those numbers using primary documents. It found:
- MINDEF: the Ministry of Defence's Defence Innovative Research Programme funded bat virus research at Duke-NUS across at least six published papers, a funder never announced in Singapore.
- Bat coronaviruses in our parks: one of those papers, published four months before the outbreak, hunted coronaviruses in Singapore's parks, with three Wuhan Institute of Virology scientists as co-authors.
- The Pentagon: the US Defense Threat Reduction Agency made four awards to the National University of Singapore under a fund called "Combating Weapons of Mass Destruction".
The report alleges no wrongdoing, and none of this shows how COVID-19 began. But we can say what the Pentagon paid, to the cent. We cannot say what Singapore paid, at all. MOH has not explained its own grant number. (Source: Combating Weapons of Mass Destruction: A Singapore Story, free to read)
4. Silencing dissent and forcing compliance: the same playbook as Fauci's.
In the United States, Dr Fauci and NIH director Francis Collins privately called for a "quick and devastating published take down" of the scientists behind the Great Barrington Declaration. One of those scientists, Dr Jay Bhattacharya, told Congress how dissent was crushed. (Source: Dr Bhattacharya's statement to Congress, 27 March 2023)
Singapore followed the same pattern:
- Doctors shamed. In May 2021, twelve Singapore doctors questioned mRNA vaccines for children and asked for killed-virus vaccines instead. MOH called their concerns "misleading". Within a day, eleven withdrew their names. Weeks later, MOH made killed-virus vaccines available, as they had asked. (Source: Iris Koh, The Silent Roar, Chapter 7) The 2003 SARS review panel warned that staff must be able to “openly communicate any of their concerns without discrimination”. Eighteen years later, twelve doctors who did exactly that were publicly shamed into silence. (Source: They Warned Us in 2003)
- Ivermectin blocked. HSA warned of fines of up to S$50,000 or two years' jail for illegal sale, and MOH used POFMA against a website that promoted it. - Mandates. Unvaccinated people were barred from malls and hawker centres. Mr Ong announced that patients "unvaccinated by choice" would pay their own COVID-19 bills. From 1 January 2022, the unvaccinated could not return to their workplaces. (Source: Mr Ong's remarks, 8 November 2021; Lexology)
- No court could test it. When a 10-year-old boy asked the court to test Mr Ong's claim that vaccinating children would protect families, the Government replied that, under the Government Proceedings Act, its policy could not be challenged, and that Ministers answer "in the usual forum like in Parliament". So we are asking Parliament.

In America, the scientists who were silenced now lead its health agencies, and the questions are being asked. In Singapore, the Minister has never acknowledged that the doctors who spoke up deserved a hearing.
5. The four warnings of SARS, ignored.
In 2003, SARS escaped from a laboratory here. The review panel set up by MOH and the WHO gave Singapore four warnings, four things that must never be missing again: complete records, a documented chain of custody for dangerous agents, independent external audit, and the freedom for staff to speak up. On 9 September 2026, Parliament passed Mr Ong's Ministry's HSA (Amendment) and Other Matters Bill, moving control over anthrax, plague, Ebola, Nipah and SARS to HSA's Chief Executive, in 35 provisions. (Source: Ministry of Health) Measured against the four warnings:
- Records: nothing requires the gravest decisions, or the reasons for them, to be recorded.
- Chain of custody: the Bill does not require the tracking system the panel asked for.
- Independent audit: none is created. In 66 pages, the word "appeal" does not appear once.
- Freedom to speak up: the Bill says nothing at all, after a pandemic in which doctors who spoke up were shamed into silence.
The Bill was debated in a near-empty chamber, while the Speaker was seen dozing in the chair, and passed the same day with no amendment. (Source: Mothership)
6. No full records: deaths are rising, and no one is looking.
The first SARS warning was complete records. Today, Singapore's records tell a story MOH will not examine. ICA's provisional figures for January to June 2026 show registered births fell 8.8% and deaths rose 0.8%, compared with 2025. In April 2026, deaths exceeded births by 15. These figures alone do not show the cause. That is exactly why they must be studied, by cause of death and by vaccination status. MOH has published no such study, and no detailed vaccine injury data. And from 2 May 2023, changes to the Coroners Act made such deaths less likely to be examined at all. (Source: Ministry of Law, 2 May 2023)
7. Still backing the Ebola vaccine. Still partnering the same global players.
In 2026, in light of everything above, his Ministry is moving forward, not stepping back:
- Ebola vaccine. Hilleman Laboratories, a Singapore-based joint venture of MSD and Wellcome, will develop an rVSV vaccine against Bundibugyo Ebola, with up to US$8.5 million from CEPI. Singapore pledged US$12 million to CEPI in May 2026, and Mr Ong co-hosted an event with Hilleman Laboratories at the UN General Assembly in September 2026. - What Senator Rand Paul released. In Dr Fauci's own notes of 9 March 2016 on an earlier rVSV Ebola vaccine, US Army scientists exposed vaccinated monkeys to aerosolised Ebola. "Obviously, it did not" protect them. The vaccinated animals had "necrosis, inflammation and fibrin in the lungs"; the unvaccinated did not. Dr Fauci wrote that the experiment should have been classified, because "the idea that the vaccine can do harm is now causing people a great deal of concern." - Bill Gates. Senator Rand Paul's release of 1,375 pages of records shows Mr Gates held a top secret US "Q" clearance and received a DARPA briefing. In 2025, the Gates Foundation opened its Asia office in Singapore, welcomed by the Economic Development Board. (Source: RedState, 31 July 2026; EDB)
- The World Economic Forum. On 24 September 2026, Mr Ong stood at the signing of a Letter of Intent between NUS Medicine and the World Economic Forum to host a new Centre for Women’s Health Innovation, “as part of the World Economic Forum’s Fourth Industrial Revolution (4IR) Network”. Mr Ong sits as Co-chair of the Board of the WEF’s Global Alliance for Women’s Health, alongside the President of the Gates Foundation’s Gender Equality Division. - CEPI, the vaccine coalition Singapore now funds, was launched at the World Economic Forum in Davos in 2017, with founding money from the Gates Foundation and Wellcome.
Whose interests does Singapore's health policy serve? Singaporeans have the right to know, and to see every animal and human safety result before any such vaccine is offered here.
Any one of these calls for answers. Together, they show a Minister who has failed in his duty to the people whose health he is responsible for. At best, this is gross neglect of duty. Whether it is anything more is for an independent inquiry to decide.
We ask for:
- Mr Ong Ye Kung to step down as Minister for Health.
- An independent Commission of Inquiry into COVID-19 vaccine injuries and excess deaths since 2021, with power to compel documents and witnesses, and with the injured and bereaved heard in public.
- A full public accounting of the funds the Auditor-General flagged.
- Full disclosure of Singapore's spending on bat virus and dangerous pathogen research, through MOH, NRF, MINDEF and any foreign partner.
- The 2003 SARS panel's four safeguards written into law: records, chain of custody, independent audit and protection for anyone who speaks up.
- Publication of hospitalisations and deaths within 28 days of each vaccine dose, by dose, age and sex, and coroner's inquiries restored for deaths after medical treatment.
- All animal and human safety data on the Ebola vaccine published before it is used on anyone in Singapore, and a public register of interests for Ministers and senior health officials.
- Protection in law for doctors who raise safety concerns in good faith.
- Answers in Parliament from the Prime Minister, the Director-General of Health, the Multi-Ministry Taskforce and the Expert Committee to every question in this petition.
