Establish a Humane Method to Control Cat Population in Old Forge PA Lackawanna County
The Issue
Old Forge Pennsylvania, Lackawanna County does not support, and even threatens fines or jailtime for Community Cat Caregivers (caregivers) who Trap-Neuter-Return (TNR) and provide continued care in the the form of food, shelter, or medical care, at their own expense, as an effective and humane method to manage, and over time, reduce the population of cats. This process has proven effective and is embraced in cities throughout the world. Borough leaders of Old Forge Pennsylvania, Lackawanna County should act to declassify Community Cats as public nuisances merely for being found at large and amend ordinance Article II:Animal Nuisances, Sections 99-7 through 99-11 of the Borough code, permitting Caregivers to TNR and provide continued care and also to be exempt from penalties as per Article II, Section 99.9 , as a result of their actions to follow the TNR procedure.
