We have decided to ask government to debate a licensing scheme whereby anyone who wants to have a firework display, large or small has to pay for a licence and abide by conditions. 

These conditions could be set by each council or by the government. That would be decided by the government.  Some ideas may be,  advertising, insurance, certain noise level restrictions, etc.  In order to buy fireworks you would need to produce your licence. 

We feel this is a very good compromise, it allows people who like fireworks to use them subject to conditions. If the conditions are not met then the licence could be refused for the next occasion. It could also be revoked, if say, enough local people objected.
