The Issue

In the age of change that is taking place in the world, we forget what determines the fact of being human. How human we are depends on our programs that connect us to reality.

These programs, arising in childhood, tell us what the world is like and what we relate to. In the digital age, already more than half of the world's children see and interact with a digital device before the age of one. They observe its use or interact with it.

According to reports related to this problem, some 40% of one- and two-year-old children use tablet or smartphone devices “on their own.” More than half of the adults share their device with their children. According to reports related to the mental state of children - more than 80% of them have at least one social media account before the age of 13.

Researchers are already studying the effects of social digitization starting from “tablet child” syndromes to analyses of changes in the psyche of teenagers. They are evaluating the negative consequences of device abuse showing changes in neuronal circuits, degradation of concepts, and disturbances in the way people “interact” with the environment. The changes that the digital age has brought to our lives are already so severe that vulnerability to the emergence of mental “disorders” is already predicted for 25% of the entire population.

We have gone from an era of exposure to content from television as a community to uncontrolled publishing of everything and no restrictions on access to that content. Not interested in limiting this phenomenon, big tech institutions starting from device manufacturers through major broadcast players like GOOGLE (YOUTUBE), META (MESSENGER, FACEBOOK, NSTAGRAM, WHATSAPP), X, TIK TOK, WE CHAT, BLUESKY and stream platforms like TWITCH or discussion forums like REDDIT or DISCORD.

Content posted there is “low moderated” or unmoderated. Messages posted there full are modeled so that we read, react, use them for as long as we want.

Messages and content on these media vary from extremely positive to “false self-image” and actions to raise one's value (influence) - the appearance of being an authority.

The power over us and how we think depends more and more on “online gurus” or “influential” figures who create messages for our minds related emotions.

Platforms contain a variety of extreme reactions, but are full of frustration, aggression to the point of trolling and other forms of venting or bullying.

Platforms for knowledge and news - the purpose for which we created the medium - give way to videos of kittens on the one hand and aggression and pornography on the other. Between the content we receive creeps phishing attempts, scams, spam, and constant persuasion to buy something.

Look.

Cookies are looking for “buyers.” And the truth about the world is flooded by a sea of fake news.

More and more of our children live in this digital pseudo-world, unready for what is surpassing even us adults. We have already lost a great deal of vintage in this way. Practically, “our entire generation” is being disrupted.

As this is not a world for children we have collectively agreed under various laws and declarations access to the biggest platforms of the digital world is not for “children” under the age of 13.

The main thrust of this rule was to limit the ability of a minor to create their own account. And yet we violate these rights as parents by allowing them to access their own equipment, buy tablets and smartphones, and then cry that we don't have contact with them.

We ourselves take refuge in our sorrows in this “artificial space” until the digital world begins to threaten our children. At some point, out of necessity, we put a leash on them in the form of restricting access, limiting them to content. We look for parental control tools.

We think that if children can't serf peacefully, express their emotions in an artificial world they will see the one existing around them and put down their “toys.” Unfortunately, we usually do this too late, because everything that has been destroyed began with the first contact, with the attempt to find peace in place of the burden of interaction.

In an age of advancing “climate change,” wars, and social migration, we still have a moment to think about how to protect the “last generation” of children from the inability to cope with a changing world.

In a great failure of the major media platforms to comply with the rules of limiting access to content, poor moderation of messages, lack of methods to identify people whose parents have not given their consent to unrestricted use of the network directs an appeal to you to agree to the following

1. Provide the principle of identifying the user of the equipment as a minor, an adult, or admitted to the content due to age, e.g., because of network learning - through his 'biometrics' (fingerprint) or identification of image features (identification of the registered facial pattern).

2. Introduce the principle of identifying the user of a terminal device as a family member in a 'descendant' or 'adopted' relationship on the basis of evidence of control authorization obtained from government systems.

3. Provide content companies with the right to obtain and ensure consistency in officially registered gender identity and user age.

4. to provide between created accounts starting from platforms providing personal data (government platforms) to platforms that will only receive information about the age group to which one belongs in order to “determine” the date from which so-called “content access restrictions” will be calculated.

5. Define rules for responding to incidents of falsification of online account data based on age, gender, and ancestry, with the introduction of a period to “regularize” the consistency of data on accounts held based on a “government source.”

6 To ban the use of tablets and smartphones by children under the age of 13. Permit the use of non-simplified unified devices for telephone contact and sms-type content without the possibility of file transmission, i.e. videos, by children over the age of 7.

7. limit the content of advertisements aimed at age groups containing images from films and TV series, especially cartoons.

Aware of violations by major players of the rules of processing personal data of adults and children and the constant solicitation of ads to purchase goods expects to adjust the amount of advertising content to the “age group” indicated in the user account.

As part of the legal action, I ask you to sign a petition on changes to the legal regulation of personal data processing including

1. The principle of consistency in the identification of a citizen's basic account, a public account related to public activities, and a company account related to online services or commerce. The principle of consistency aims to make it inadmissible to create a 'fake account' by a user using the image or data of a third party.

2. The principle of limiting the right of access to the social media message of META, X, Bluesky, TIK TOK, SIGNAL messenger, WE CHAT messenger, TWITCH platform, REDDIT and DISCORD forum to the age of 16 for all network users due to their immaturity and inability to develop control over the content they access.

3. Restrictions on the right of access to content on GOOGLE portals based on the account of the confirmed age of the user according to descriptions about the dangers of the content.

4. Prohibiting the transmission of roll types ( short ) or stream ( long transmission ) by persons under 16 years of age.

5. A deadline of one year for platforms to adjust to “verify” the consistency of user data in terms of their “personal data” which includes “government-regulated data on date of birth, gender and nationality.” This data is necessary for the platform to determine national regulations other than those generally accepted and which are a legal necessity to respect the social and religious principles of the country regulated in the form of national law.

6. To delete all accounts of persons under 16 years of age created on platforms to which they should not have access.

7. Restrict access to accounts that refuse to “verify the consistency of identity” until the data is completed ( access only to the user menu ) in order to register data in accordance with the “source of the government registry”.

The adopted rules hit hard at people who migrate and intentionally or unintentionally lose the opportunity to confirm their identity. With regard to these people, the right to access the media will be possible only after “identity registration” and valid periodically until the status of a citizen of a country - other than the place of residence.
