Re: Proposed construction of a 29-unit residential building, Off Road, Opposite Radisson Blu, Poste Lafayette, Flacq
Applicant: Mr Teckaj Anand Ujoodha, Facilitator for Mr Robert Chung Tung and Mr Daniel Ah Chuen
Newspaper Notice dated 28/08/2026

Dear Sir/Madam,

We, the undersigned residents, property owners and stakeholders of Poste Lafayette and its surrounding areas, having taken note of the above-referenced newspaper notice published on 28 August 2026, hereby formally lodge our objection to the proposed Outline Planning Permission (OPP) for the construction of a 29-unit residential building at the above location, within the statutory 15-day period.

Our objection is founded on the following grounds:

Infrastructure capacity: The existing road network, water supply and sewage/drainage systems in Poste Lafayette are not designed to absorb the additional load generated by a development of this density, and no evidence of an infrastructure impact assessment has been made public.

Traffic and road safety: The site is located off a narrow coastal road opposite the Radisson Blu Hotel, an area already subject to seasonal tourist and local traffic. A 29-unit building would materially increase vehicle movements, parking demand and pedestrian risk on a road not built for this volume.

Neighbourhood character and density: Poste Lafayette is predominantly a low-density residential and family coastal area. A development of this scale is disproportionate to the surrounding built environment and would set a precedent for further high-density development inconsistent with the area's character.

Environmental and coastal impact: The proximity to the coast raises concerns regarding surface water run-off, drainage into the lagoon, construction waste management, and pressure on the fragile coastal ecosystem. We request that a full Environmental Impact Assessment (EIA), if not already conducted, be made a precondition to any approval.

Proximity to endemic forest and wildlife: The proposed site lies close to an area of endemic forest that supports native flora, bird life and wildlife. Construction activity, increased human presence, noise and habitat fragmentation associated with a development of this scale risk causing lasting harm to this sensitive ecosystem. We request that a dedicated ecological/biodiversity impact study be carried out before any permission is granted, and that adequate buffer zones and protective measures be imposed as a condition of approval.

Privacy, views and amenity: Adjoining and nearby residents' privacy, natural light, ventilation and unobstructed views would be materially affected by a building of this height and footprint.

Construction nuisance: Noise, dust, vibration and heavy vehicle movement during construction would significantly disrupt the residential quality of life of surrounding households over an extended period.

Impact on property values: The scale and nature of the proposed development risk adversely affecting the market value and enjoyment of neighbouring residential and investment properties.

We respectfully request that the District Council of Flacq take due account of the concerns of the local community, carry out a thorough review of the application against the applicable Outline Planning Scheme and Planning Policy Guidance, and refuse — or at minimum, substantially scale down and condition — the proposed Outline Planning Permission.

We reserve the right to raise further submissions and, should this objection be disregarded, to pursue all lawful avenues of appeal available to us.

Yours faithfully,
