Response from LTA on the oBike Deposit Refund issue

Jun 7, 2018 — I had also written to LTA about oBike's deposit refund issue last month.

Here's the response I received from them:

Please allow us to advise that for refund disputes involving the Bike Share Operators, you may approach the Consumers Association of Singapore (CASE) directly for assistance. You can make an online case submission on https://www.case.org.sg/complaint_onlinecomplaint.aspx or contact the CASE on their Consumer Relations Department Hotline: 61000315.

In summary, LTA asked to approach CASE.

I have already tried my luck with CASE in another dispute earlier this year, and it was a completely futile exercise. They have absolutely no legal powers. They are only an advisory group and work through mediation between the two parties. But if the other party refuses to comply, CASE cannot do anything at all! They will simply advise you to approach the SCT (Small Case Tribunal), which is another big hassle of its own.

Moreover, to get their help, you need to spend (a lot of) your time and (some) money and is completely not advisable for small disputes (say less than $500).
