Permission to feed birds in NYC public parks and increased focus on trash reduction.

The Issue

A new regulation prohibits feeding birds in NYC parks and public spaces . The goals of this regulation are listed as reduction of the rat population and controlling the spread of diseases. Unfortunately, these wild animals primarily feed on large amounts of human trash and litter. Offering animals small amounts of organic birdseed is not the issue, nor will regulation against feeding the birds solve the identified problems. A basic review of the situation shows that trash in NYC is an undeniably increasing problem. Among other reviews, a 2017 article in the New York Times described the notable increase in trash:

Please consider focusing regulation on waste reduction, fees for littering, and timely servicing of trash cans to meet the desired aims of this new regulation. It is my opinion that feeding wild animals organic birdseed is the least we can do after we (as humans) have defaced their habitats in so many ways.  Ceasing to feed them while we continue to waste , litter and abuse the environment is not the answer.
