With Radeon Software 2020 Edition (19.12.2) AMD has included this long awaited feature, naming it "Integer Display Scaling". It's even supported on older hardware, back to their HD 7970 GPU, and supports Windows 7. In terms of compatibility, AMD is leaps ahead of NVIDIA, who have limited the feature to their latest GPUs and Windows 10.

EDIT: I'm seeing conflicting reports about whether the feature functions in Windows 7. I am not able to check for myself, so please comment if it's working for you or not in Win 7.
