There is a major increase in animal abuse and neglect in South Africa and people refuse to spay/neuter their animals resulting in unwanted puppies and kittens which gets dumped on a daily basis. 

We also hear of horrific animal abuse, especially by the lower class communities, and still these people are allowed to keep animals despite the fact that they can't even care for themselves.
