SAVE MANLY: Object to the SEP AGAIN by 22 November

Manly Residents …Australia
Oct 24, 2026

IN 30 SECONDS

  • Families are being driven out of their Manly homes by noise. Right now.
  • The SEP is now on public exhibition AGAIN. Objections close 11:59pm Sunday 22 November.
  • On 19 May, Councillors voted 9–5 to push ahead, ignoring 85% of us.
  • Councillors will vote again after the exhibition period. We can still stop it.
  • Submit your objection to Council. Email your councillors. Share. Donate.
  • It legalises noise that already harms residents. No health check was ever done.
  • 70 dB(A) outside = sleepless homes inside. The World Health Organization says 30 dB(A).
  • Independent acoustic expert Steven Cooper found more than 50 flaws in the framework, 14 of them critical.

OBJECT BY 22 NOVEMBER (5 MINUTES)

  • Objected before? You need to do it again. Earlier objections don’t carry over.
  • Email ManlySEP@northernbeaches.nsw.gov.au
  • Subject: Formal Objection to the Manly Special Entertainment Precinct, PP-2026-1157
  • Say you oppose the SEP and want it refused. Add two or three reasons in your own words.
  • Every adult in your home can send one.

EMAIL ALL COUNCILLORS

  • Councillors vote on the SEP again after exhibition. Nine voted in favour of it in May. We need them to change their vote.
  • Keep it short. Say you live in Manly, you oppose the SEP and you want them to vote no.
  • One reason in your own words beats a long list.
  • Be polite. Every email is counted.

WHAT’S HAPPENING NOW

  • Since late 2025, open-air venues on West Esplanade (The ESPY, Las Palmas, Manly Pavilion) have blasted music and bass into nearby homes. Felons, Hotel Steyne and the Ivanhoe rooftop add to it.
  • Long-term residents are moving out. Children can’t sleep.
  • The SEP would make this legal across a precinct where about 8,000 people live.

WHY WE SAY NO

  • Council is washing its hands. If the SEP is approved, the State takes over.
  • Proposed State rules could let shops, offices and carparks inside an SEP become entertainment venues with no DA and no notice to neighbours.
  • Too loud. Up to 70 dB(A) outside = 45–55 dB(A) inside a closed, single-glazed home. The World
  • Health Organization says 30 dB(A) for sleep.
  • The sound rules don’t work. Independent acoustic expert Steven Cooper found 50+ issues, 14 critical. Noise is measured at the street, not where we sleep. Testing found it about 9 dB louder at Level 7.
  • The SEP has no compliance monitoring.
  • Outdoor noise allowed until late. The 10pm close for outdoor patron areas (DCP 2013) is deleted.
  • Property values hit with no compensation. Affected homes get flagged on their Section 10.7 planning certificate, which every buyer sees.
  • Residents pay to soundproof their own homes. Venues pay nothing.
  • No health impact assessment was done.
  • Manly is the template for the rest of the Northern Beaches.

We back a vibrant Manly: live music, good venues, sensible limits. Vibrancy already works without the SEP. Council’s own planning proposal says it can set sound and trading controls without an SEP. Rise Manly proved it.
