I object to the proposal by Thanet District Council (the Council) to introduce parking charges on The Parade, Minnis Bay, Birchington.
The proposals are:
Unnecessary – in recent years the Council has made considerable surpluses on its’ parking activities, the proposed charges are not necessary to fund Council costs arising from parking management. It is unlawful for the Council to deliberately and knowingly set parking charges in order to raise revenue surpluses.
Unjustified – there is no business case to support the proposed charges and there is no evidence, as required under the legislation, to support suggestions of problems at Minnis Bay with congestion, traffic flow or turnover. The proposal is opportunistic and the proposed charges are arbitrary.
Ill Informed – the narrow residential road off The Parade have minimal parking restrictions. The proposal would have the effect of encouraging increased parking on these roads which would result in congestion, inconvenience and obstruction of routes for buses, delivery and emergency vehicles. In effect the proposal would create a problem where currently there is not one.
Contradictory – the Council promotes Minnis Bay as a destination for leisure and family activities. The proposed charges would be a deterrent to visitors and a levy on those who wish to walk, cycle, sail, windsurf, fish, use a beach hut or simply have a family day at the beach at Minnis Bay.
Undemocratic – when these parking charges were first mooted they were rejected outright by a large number of objectors and by the Council’s own Transportation Committee. The Council ignored those objections and continues to pursue the introduction of new charges. The consultation process should be open and fair yet the Council had already marked out new parking bays in readiness for the new charges before the consultation process began.
I request that the Council abandons proposals to introduce parking charges on The Parade, Minnis Bay, Birchington.
