Right now, across the Philippines, thousands of impounded dogs are living in a nightmare. Facilities that should be "shelters" have become death rows defined by neglect and cruelty. These animals are frequently denied the most basic necessities FOOD, CLEAN WATER, and a SANITARY PLACE TO REST. Even more horrifying are the reports of unclaimed dogs being sold into the illegal dog meat trade or left to suffer until they succumb to abuse.

The Animal Welfare Act (Republic Act 8485) was designed to protect the voiceless, yet these facilities continue to operate with near-total impunity. We are asking the Bureau of Animal Industry (BAI) and local government units to:

● Enforce Mandatory Inspections: Immediate, unannounced audits of all municipal pounds.

● Strict Accountability: Prosecute facility managers and staff who violate the Animal Welfare Act.

● Transparency: Publicly account for every animal that enters and leaves a pound to prevent illegal sales.
