Having volunteered at the SPCA, I've witnessed firsthand the heartbreaking toll that backyard breeding takes on dogs. The pain and neglect these animals endure is unimaginable. Seeing the overwhelming strain it places on rescue centres, which are constantly flooded with neglected and sick animals, is deeply troubling. I have realized that simply rescuing individual dogs is not enough; we must address the root cause – the lack of stringent laws regulating dog breeding.

Currently, New Zealand lacks comprehensive legislation to regulate dog breeders. This results in widespread unregulated backyard breeding that often leads to health and welfare issues for the dogs produced and perpetuates a cycle of neglect and abuse. The absence of mandatory licensing for breeders means anyone can breed dogs without accountability, risking the health and safety of the animals.

We are calling on the New Zealand Government to amend the existing animal welfare legislation to introduce mandatory licensing for all dog breeders and enforceable welfare standards. This approach will ensure that all breeders are held to a uniform standard, prioritizing the well-being of the animals and greatly reducing instances of inhumane treatment.

Statistics gathered by animal welfare organizations worldwide demonstrate that countries with regulated and licensed breeding systems experience fewer cases of animal cruelty. They offer a model that New Zealand can follow to improve animal welfare outcomes and better manage the nation's dog population.

Enforcing licensing and welfare standards would not only protect dogs but also relieve the burden on rescue organizations. With fewer dogs bred irresponsibly, the number of abandoned and sick animals needing shelter would be reduced, allowing more focus and resources to be directed toward rehabilitation and re-homing efforts.

This change is essential to ensure that every dog in New Zealand is bred in a healthy and humane environment. It’s about time we demand accountability from breeders and advocate for the welfare of these helpless animals.
